While fixing the responsibility on the medical department to effectively disseminate information about the free hemodialysis services being provided to the BPL poor patients and golden card holders through 19 dialysis centers established in 13 districts across the state, Chief Secretary Smt. Radha Raturi has given strict instructions to complete 100% coverage in all the districts of the state in a timely manner. Smt. Radha Raturi has directed the officials to expedite the allocated government resources and use them efficiently to ensure the implementation of the National Dialysis Program. CS said that with the help of 153 dialysis machines in 19 dialysis centers established in 13 districts of the state, free dialysis services are being provided to patients below the poverty line and golden card holders and these services are being provided to patients above the poverty line (APL) at the lowest cost. In this, 82 dialysis machines are being operated under CSR in PPP and 49 machines are being operated under CSR by Hans Foundation. The hospitals coming under PPP mode are empanelled with Ayushman and their payment is made through it. The BPL and HIV patients who do not have Ayushman card are paid by DGMH and FW. In the year 2024-25, till December, 117490 dialysis sessions have been given to the beneficiaries.
Chief Secretary Smt. Radha Raturi reviewed the dialysis services being provided free of cost to patients below poverty line and golden card holders in the State under Pradhan Mantri National Dialysis Programme through Public Private Partnership (PPP).
Chief Secretary Smt. Radha Raturi directed the concerned department to make extensive use of PMNDP portal, which is an API-based IT platform to capture details of all patients availing free dialysis services under PMNDP. The CS directed to ensure registration using 14 digit unique ABHA ID to prevent duplicity and ensure transparency, efficiency and interoperability. The Chief Secretary also directed to share APIs and integrate it with PMNDP portal if different portals are used for overall coverage.
Chief Secretary Smt. Radha Raturi said that under the Pradhan Mantri National Dialysis Program, the objective is to establish dialysis services with better working system among their providers and to provide high quality and low cost dialysis services to patients suffering from kidney related diseases. The cost of hemodialysis process is very high once it is completed. Thus, the annual expenditure of kidney patients becomes very high. The distance of the hilly rural areas of the state from hemodialysis centers is also a major reason for this problem. Through this program, patients of poor families will be able to get dialysis facility at low cost in their districts itself.
All the officers of the Health Department including Secretary Medical and Health were present in the meeting.
